DOJ hosts 3-day masterclass on money laundering/terrorism financing cases and Year-End Performance Assessment for NPS regional offices

Pursuant to Justice Secretary Jesus Crispin “Boying” C. Remulla’s commitment of delivering Real Justice for All in Real Time, the Department of Justice (DOJ) spearheaded the conduct of the Workshop on the Revised Monitoring Template on Money Laundering & Terrorism Financing (ML/TF) and Year-End Performance Assessment (YEPA) for the National Prosecution Service – Regional Prosecution Offices (NPS-RPOs) at the Manila Prince Hotel, in Ermita, Manila on 12-14 March 2025.

Facilitated by the DOJ Planning and Management Service – Evaluation and Statistics Division (PMS-ESD), Regional Prosecutors across the nation, along with their focal administrative officers, were invited to participate in the event.

This activity aims to provide a platform for the assessment of performance and ratings of NPS Regional Prosecution Offices for CY 2024 in an effort to ensure they are aligned with the targets/goals outlined in the approved DOJ Development Plan for CY 2024-2025 and the approved CY 2024 General Appropriations Act (GAA) in compliance with the Philippine Development Plan (PDP) for CY 2023-2028.

In addition, the YEPA also provided an avenue to address prosecution concerns such as personnel training and other concerns, medical allowance, welfare and security program, responsible gun ownership training, disaster and risk management, selection and recruitment process, among others.

Further, separate sessions and consultations were held to guide participants with the enhanced reporting system for Money Laundering and Terrorism Financing (MLTF) cases to streamline monitoring in support of the Department's goal to sustain the country’s recent victory against MLTF following the removal of the Philippines from the grey list of the Financial Action Task Force (FATF).

The bulk of discussions was facilitated during the second day of the event on 13 March 2025, when most of the DOJ officials were present, providing management guidance in strategizing plan, programs, and projects moving forward. Undersecretaries Fredderick A. Vida, Margarita N. Gutierrez, Assistant Secretaries Randolph A. Pascasio, Majken Anika S. Gran-Ong, and OIC-Assistant Secretary Ma. Elisa B. Germar graced the event.

Heads and Chiefs of the Planning and Management Service, Financial Service, Administrative Service, and the Information and Communications Technology Service were present to steer discussions and action plans.

“As lawyers of the people, mastery of the law should always remain a paramount priority for all as this is the only way to ensure that justice is administered efficiently and effectively at all times,” Secretary Remulla underscored.
