President Rodrigo Duterte appoints new DOJ officials

The Office of the President has accepted the courtesy resignations of Undersecretary Raymund L. Mecate, Undersecretary Erickson H. Balmes, Undersecretary Reynante B. Orceo, and Assistant Secretary Juvy R. Manwong, all of the Department of Justice (DOJ).

In their stead, the President has appointed, upon the recommendation of DOJ Secretary Menardo I. Guevarra, Attys. Emmeline Aglipay-Villar, Adrian F. Sugay, Markk L. Perete, and Neal Vincent M. Bainto.

Atty. Villar obtained her degree from the University of the Philippines in 2006 (Order of the Purple Feather Honors Society). Prior to her appointment to the DOJ, she was a Member of the House of Representatives and party-list representative of the labor sector with a national constituency.

Atty. Sugay took up Law at the Ateneo de Manila University School of Law, graduating in 1993. He has since been in active litigation practice, and was at one time a partner at De Borja Medialdea Bello Guevarra & Serapio Law Offices. Atty. Sugay acted as Special Assistant to the Corporate Head at the Philippine Ports Authority immediately before his appointment.

Atty. Perete worked as legal counsel in a large multinational company and taught various law subjects in several universities prior to his appointment. At one time he was a Technical Assistant with the rank of Assistant Secretary for Legal Affairs at the Office of the President. He is a product of the UP College of Law (2006).

Atty. Bainto obtained his Juris Doctor degree from the Ateneo de Manila University School of Law and was the recipient of the Evelio Javier Leadership Award in 2012. Prior to his appointment, he was a Senior Associate at the Villaraza & Angangco Law Offices.
